On February 2, 2025, Pennsylvania took a significant step toward improving the health of pregnant and postpartum women battling substance use disorders (SUD) with a groundbreaking roundtable discussion. Hosted by the Pennsylvania Department of Drug and Alcohol Programs (DDAP), the event brought together state leaders, healthcare professionals, and individuals with lived experience to address barriers to care, reduce stigma, and improve outcomes for women affected by addiction.

My ChesCo news site noted that the roundtable was part of Governor Josh Shapiro's initiative to prioritize maternal health in Pennsylvania. Dr. Latika Davis-Jones, Secretary of DDAP, emphasized the Shapiro Administration’s commitment to helping pregnant women not just survive, but thrive before, during, and after pregnancy.

Substance use disorders during pregnancy intersect with mental health issues, stigma, and a lack of accessible care. Medicaid plays a crucial role in maternal healthcare in Pennsylvania, but gaps remain, especially for women with SUD. Dr. Val Arkoosh, Secretary of the Department of Human Services (DHS), highlighted the importance of high-quality healthcare, both physical and behavioral, during this delicate time.

Reducing stigma around SUD treatment is critical. Women at the roundtable shared stories of isolation and shame, which delayed seeking care. Jamie Johnson, Executive Director of Chester County’s Department of Drug and Alcohol Services, stressed the need for treatment programs tailored to women’s unique challenges, such as mental health and childcare.

Organizations like Gaudenzia are addressing these barriers, offering comprehensive care for pregnant and parenting women. Dr. Deja Gilbert, Gaudenzia’s CEO, highlighted the impact of their programs, which kept mothers and children together during treatment.

Governor Shapiro has secured nearly $5 million in funding over the past two years to improve maternal health and SUD treatment. The funding aims to reduce disparities and ensure that pregnant women have the resources they need.

While progress is being made, more work is needed. Pennsylvania’s focus on a holistic approach to maternal health is a key step forward in improving outcomes for women and families across the state.
