Pennsylvania Launch Initiative to Distribute 50,000 Wound Care Kits to Combat Xylazine-Associated Wounds

In response to the escalating public health crisis posed by xylazine, the Shapiro Administration has launched a significant initiative to distribute 50,000 wound care kits across Pennsylvania. This effort is aimed at addressing the severe and complex wounds associated with the use of xylazine, a drug that has increasingly infiltrated the illicit drug supply.

On August 2, 2024, Pennsylvania Secretary of Health Dr. Debra Bogen visited the UPMC Center for Addiction Recovery in Harrisburg to announce this critical distribution. The visit highlighted the administration’s commitment to providing timely and essential care for individuals suffering from xylazine-related wounds. Dr. Bogen emphasized the urgency of the situation, stating, “Xylazine’s emergence in Pennsylvania’s illicit drug supply is a major public health concern. Because the wounds caused by xylazine are more complicated and severe than those traditionally seen in people who use other drugs, there is a need for quick action, new medical protocols, and access to appropriate self-care wound supplies.”

The Explore Clarion news site reported that the Department of Health (DOH) has made extensive efforts to ensure these kits reach those in need. Assembled by DOH staff, the 50,000 wound care kits have been distributed to over 200 medical and harm reduction organizations across the Commonwealth, making them accessible to a broad population, from urban centers to rural communities. Additionally, the kits are available at various locations, including addiction recovery centers, health mitigation vending machines, and through online and phone-in programs. This multifaceted approach aims to reduce barriers to access and provide immediate assistance to those struggling with substance use disorders and their associated complications.

The wound care kits are meticulously prepared to include all necessary items for proper wound management. Each kit contains sanitizing wipes, gloves, an under pad for cleaning preparation, sterile water, gauze sponges for cleaning wounds, Vitamin A&D ointment, bacitracin ointment, non-adherent dressing pads for moistening wounds, abdominal pads, gauze bandage rolls, various band-aids, and medical tape for covering wounds. These components are essential for cleaning, moistening, and covering wounds to promote effective healing.

Xylazine, while useful in veterinary medicine for livestock, poses severe health risks when misused by humans. It can cause serious health problems, including deep skin lesions that can lead to the need for skin grafts or even amputation. The rapid spread and severity of these wounds make immediate and comprehensive care crucial.

The urgency of this initiative is underscored by alarming statistics. Pennsylvania has experienced a 50% increase in xylazine-related overdose deaths from 2022 to 2023. Preliminary data indicates that xylazine contributed to overdose deaths in at least 51 counties across the state in 2023, a stark increase from 2017 when no such deaths were recorded.

In conjunction with this health initiative, the Shapiro Administration has also taken legislative action to permanently classify xylazine as a Schedule III drug under the Controlled Substances Act. This classification aims to regulate its misuse while preserving its legitimate use in veterinary medicine. By distributing these wound care kits and implementing stricter controls on xylazine, the Shapiro Administration demonstrates a comprehensive approach to tackling the xylazine crisis.
