In response to the growing addiction crisis, Pennsylvania has launched a pioneering initiative aimed at combating the shortage of qualified addiction professionals in the state. The Department of Drug and Alcohol Programs (DDAP) announced a collaboration with Carlow and Waynesburg universities to address the pressing need for substance use disorder (SUD) counselors.
The program, funded by DDAP, focuses on supporting master’s-level students pursuing addiction counseling. The initiative offers significant financial assistance to students, including tuition aid, monthly stipends during their practicum or internship, and specialized training. This ensures graduates will be fully prepared to step into the workforce as licensed addiction counselors. However, in return, graduates must commit to serving in Pennsylvania’s SUD treatment field for at least three years.
According to My ChesCo, Carlow and Waynesburg universities were specifically chosen due to their accreditation by the Council for Accreditation of Counseling & Related Educational Programs (CACREP) in addictions counseling, making them the only institutions in Pennsylvania with this designation.
By addressing Pennsylvania's addiction counseling workforce shortage, the program aims to help reduce burnout, compassion fatigue, and the overwhelming administrative burdens that have led to high turnover rates. DDAP Secretary Dr. Latika Davis Jones expressed optimism that the collaboration will help rebuild the state's SUD workforce and alleviate the shortage of professionals equipped to address addiction treatment needs.
The program not only offers financial support, up to $5,520 per semester, but also prepares students to work with underserved and underrepresented communities. By receiving hands-on training in these areas, students will gain real-world experience and develop critical connections with the populations they will ultimately serve.
This initiative is particularly important as Pennsylvania faces a dual crisis: rising addiction rates and a significant shortage of trained professionals. In underrepresented regions, this shortage has exacerbated the strain on addiction services, leaving many vulnerable communities without adequate care. The partnership is aligned with Governor Josh Shapiro's broader commitment to reimagine behavioral health care in Pennsylvania. Through his Executive Order establishing the Pennsylvania Behavioral Health Council, Shapiro emphasized the importance of timely, quality addiction services. This initiative contributes to the broader strategy of rebuilding the state's addiction counseling workforce and improving outcomes for those battling substance use disorders.
