Maryland Sees Historic Decline in Opioid Overdose Deaths

Maryland has seen a dramatic decline in opioid overdose deaths in 2024, offering hope that the state's ongoing efforts to combat the opioid crisis are making a significant difference. According to the Maryland Department of Health, there were 1,553 opioid-related deaths in 2024, marking a 38% drop from the previous year when more than 2,500 deaths were reported. This reduction is particularly notable as it represents the first time in nearly a decade that the state has seen fewer than 2,000 opioid overdose deaths in a year.

The WYPR news site reported that Governor Wes Moore expressed optimism about the decrease, calling it historic and a sign that the state’s investments in behavioral health and substance use care, along with community outreach and harm reduction programs, are starting to make a real impact. "The decrease in fatal overdoses that we’re seeing in Maryland is historic, and it’s proof that our investments in behavioral health and substance use care and the incredible efforts of people all around our state are paying off," said Moore. However, he emphasized that there is still much work to be done, as opioid overdoses continue to take lives, and the state remains committed to addressing the crisis head-on.

A key factor in this decline, according to Dr. Eric Weintraub, an addiction specialist at the University of Maryland Medical Center, is the increase in low-threshold programs that have reached individuals who were previously hard to engage. These programs, such as the distribution of Narcan (naloxone) and expanding access to medications for opioid use disorder, have played a significant role in reducing deaths. Dr. Weintraub also pointed to a 2019 law that provides opioid use disorder treatment to incarcerated individuals, further helping those at risk.

Despite the encouraging numbers, Maryland continues to confront significant challenges, particularly within its Black communities. Black people accounted for 44% of all overdose deaths in Maryland since 2022, despite making up only 30% of the state's population. This disproportionate impact highlights the ongoing need for targeted outreach and support for underserved communities.

To continue addressing the crisis, Maryland is now in the process of determining how to best utilize $100 million in opioid settlement funds this year. These funds, secured through legal settlements with opioid manufacturers, are expected to further strengthen the state's efforts to reduce opioid overdose deaths and continue the momentum toward recovery and prevention.

The state’s progress in 2024 offers a glimmer of hope in the fight against opioid addiction, showing that the combination of targeted intervention, harm reduction, and treatment access can lead to meaningful change.
